Late Shri H.D. Shourie, the founder of Common Cause, a Delhi based organization in the forefront in judicial activism had filed a PIL in the Supreme Court where he stated that, “The Judiciary in the country has come in for all kinds of insinuations, denigration, complaints and attacks which were inevitably undermining the faith of the people in the Judicial administration”. To bestow dignity and trust to judiciary, therefore need of SAVE JUDICIARY SAVE NATION movement, which we have launched as a permanent project THE CURRENT SCENARIO, NATIONAL NETWORK, RESOURCE MOBILISATION AND LEGISLATIVE SUPPORT Janhit Manch, a 6 years old non-political forum, is today one of the leading NGOs of the country, fighting against the corruption and maladministration of the state machinery. Lakhs of cases are pending in the Indian courts since over 5 to 25 years leading to colossal waste of money and manpower resulting in widespread frustration and despair among the public which is gradually losing the trust in the judiciary. The general delay in dispensation of justice has also resulted in criminalisation of people and politics. It is time now to take some urgent and harsh remedial measures before it is too late. PARTICIPATION OF PEOPLE, POLITICAL PARTIES AND PARLIAMENT We seek to achieve our goals with nationwide participation of people, political parties and the parliament for increasing the number of court buildings, introducing double shifts in courts, reducing court holidays & vacations, deleting or amending irrelevant and antiquated hundred years old Acts & codes, banning frequent adjournments on flimsy grounds, limiting hearing hours, holding more Lok Adalats, increasing number of fast track courts, curtailing the time of argument, encouraging Alternate Dispute Resolution (ADR) system, appointing court commissioners for preparing extracts of cases for judges, using modern information technology for all judicial work and such other reforms. MANPOWER AND MATERIAL RESOURCE MOBILISATION Debates, seminars, articles, news features, panel discussions and documentaries on the subject should continue round the year, year after year till the goal is achieved. This would require huge funds, donations, charities and corporate funding. A vast network of volunteers, intellectuals, jurists and NGOs intending to work for judicial reform will be required to be set up in all big cities and metros. The state committees set up to monitor the progress of the movement will be federated into a central organization which will liaise the activities with all the three pillars of our republic i.e. Executive, Judiciary and Legislature. Heads of all the major political parties will be approached to include judicial reforms in their election manifestos. Every candidate contesting parliamentary election will be requested to commit to work for this purpose. This is our permanent project. RESULT The litigations which take more than 25 years to resolve through the lowest court to the Supreme Court will be disposed of within two years. This will drastically bring down the backlog of crores of cases pending in the courts, raise the moral values, reduce the financial defaults and criminality among people and politics as well as colossal waste of manpower and money. Speedy justice will bring good governance; promote peace, harmony and prosperity among the vast multitude of this poor nation.
The people's convention on the campaign for Judicial accountability and reforms was organized at New Delhi during 10th and 11th March 2007.Janhit Manch was the main sponsor of the convention supported by over thirty NGOs which had jointly launched people's movement to achieve the goal of time bound justice system. The convention was inaugurated by Hon’ble Justice P.B.Sawant, former Supreme Court Judge and was addressed by eminent advocates like Shri Shanti Bhushan, Prashant Bhushan, Ms.Kamini Jaiswal, Prem Krishan Sharma and Mihir Desai as well as leading activists in different areas such as Bhaskar Rao, Bhagvanji Raiyani, Arundhati Roy, B.B.Pandey, Mulchand Sharma, Ajit Bhattacharjee Baba Adhav, Dr.Venkatesh and Pradeep Prabhu. It was attended by about 200 delegates, and had 14 delegates of Janhit Manch, next only to those of Delhi. A detailed campaign concept document was adopted and everyone present resolved to work earnestly for judicial reforms.
The Second Convention on Judicial Accountability and Reforms was held in Mumbai during 22-23 Dec. 2007 where Hon’ble Justice R.C.Lahoti, Former Chief Justice of India, Shri Gopal Sharma, Journalist, Chief Editor Nyayik Jwala, Shri Prashant Bhooshan, advocate, Supreme Court, Ms.Teesta Setalvad, Human Rights activist, Kamalkant Jaswal, Common Cause, Y.P.Singh, former IPS Officer and advocate, Bombay High Court, Dr.Chandrashekhar Prabhoo, an-activist architect, Gerson Da Cunha, AGNI, Kewal Semlani, Chief Coordinator - MAHADHIKAR - NGO dedicated to Right to Information & Consumer Protection, Ashwin Karia, Principal, Law College, Palanpur, Gujarat, Shri A.V.Gurunath, Advocate, Andhra Pradesh High Court, Lt.Col. B.B.Sharan, President, Nyaya Bhoomi, Dr Venkatesh Sundaram, Lok Raj Sangathan, Shailesh Gandhi, Right To Information expert and activist, Majeed Memon, Advocate, High Court, Shri J.R.Rane, Advocate, Founder, Fast Track Legal Forum, Asim Sarode, Advocate, were the distinguished speakers. More such conventions are planned in Pune, Ahmedabad and Jaipur during 2008. A Trust on the name of FORUM FOR FAST JUSTICE is registered in Mumbai which will extend logistical and financial support to the activities of judicial reforms in the country. Also the SOCIETY FOR FAST JUSTICE, Mumbai Centre, is registered and similar societies will be set up in due course at other cities and metros for taking the movement far and wide to the masses. Three thousand copies of specially brought out brochures on the need of speedy justice were mailed to all members of Parliament, Judges of the High Court and the Supreme Courts, NGOs, Corporates, philanthropists and prominent citizens, all over the country in 2006. Again 9000 more copies were mailed in 2007 all across the nation as an awareness campaign on Judicial Accountability and Reforms.
